Barclays Capital hired Bill Archer as managing director and head of U.S. leveraged credit risk. Archer previously was a managing director at Goldman Sachs, where he also was cochairman of the capital markets committee.

Philip McLaughlin, formerly CIO of managed account services at PFPC Worldwide, has been named CIO of CheckFree's investment services division.

Robert McCooey Jr. has joined the Nasdaq Stock Market as SVP and will lead the newly created capital markets group. Previously, McCooey served as president and CEO of The Griswold Company, an NYSE floor broker.

ING Retail Annuity promoted Chris Welp to COO. Welp has spent 17 years with the company and its predecessor, Equitable of Iowa.
