* OneChicago publishes its rulebook on its Web site -- www.onechicago.com. * Andre Roelants is appointed to the executive board of the Deutsche Borse. * The Securities and Exchange Commission revokes MarketXT's status as an electronic-communications network.

OneChicago, the soon-to-be-launched single-stock futures exchange jointly owned by the Chicago Board Options Exchange, the Chicago Mercantile Exchange and the Chicago Board of Trade, has published its rulebook on its Web site -- www.onechicago.com. The rulebook, which has been approved by the Commodity Futures Trading Commission, contains OneChicago's official rules for membership, governance, exchange operations, trading procedures and exchange access. The rules will govern trading of more than 80 single-stock futures and 15 futures on narrow-based stock indices.

Andre Roelants, chief executive officer of Clearstream International S.A., has been appointed to the executive board of the Deutsche Borse -- Clearstream's parent. Roelants will serve as the deputy CEO of Deutsche Borse's executive board, and will have oversight of the company's newly created Clearstream division.

The Securities and Exchange Commission has revoked MarketXT's status as an electronic-communications network. MarketXT -- which had once been a top-five ECN as a result of its participation in Nasdaq's SuperSoes order-execution network -- ceased operating on July 30 due to financial difficulties. The SEC officially terminated MarketXT's ECN status in a letter it sent the firm on Aug. 8. Dwight D. Churchill, head of Fidelity Investments' Fixed-Income Division in Merrimack, N.H., has been elected chair of the board of governors of the Association for Investment Management and Research. Theodore R. Aronson, founder of Aronson + Partners in Philadelphia, Penn., has been elected vice chair of the AIMR.
